The full panel on Tuesday agreed to meet at 9 a.m. Wednesday to study a resolution to appeal, then possibly vote on Thursday. They are also urging Mayor Dave Bing to attend Wednesday's session.
"Doing nothing is not an option and getting an emergency manager is not an option, in my book," council President Charles Pugh said.
