Philip William Frame, a former public relations official for Macomb County and former reporter, told federal agents who searched his home last fall that he downloaded child pornography photographs and videos for a couple of years, the Macomb Daily reports, citing federal court records.
Frame, 61, who appeared in U.S. District Court in Detroit on Thursday, was named in a criminal complaint, charging him with possessing, receiving and distributing child pornography, the Macomb Daily reports. He was released on a $10,000 unsecured bond.
Acting on a tip, agents with the U.S. Department of Immigration and Custom Enforcement’s Homeland Security Investigations raided Frame’s home in Shelby Township in September 2015, the Macomb Daily reported.
The paper reports that some of the materials seized by agents included:
• A DVD containing a 26-minute video of two white males about 13 years old engaged in sexual activity, and a nearly 10-minute video of voyeur clips of numerous males about 13-15 years old showering and masturbating.
• Almost 850 images and video files found on a 16-gigabyte computer flash drive, of which approximately 505 were of child pornography.
• A second flash drive, with about 241 of the 287 files containing child pornography.
He also faces state charges in a separate case involving the Macomb County Sheriff's Department.
Most recently, Frame was a partner and senior account director of Constand Communications Group in West Bloomfield.
From 2004-09, he was communication director for Macomb County, according to his LinkedIn page.
A graduate of Michigan State University, Frame also worked various jobs in the private sector and was a public affairs officer in Washington for the National Transportation Safety Board (1998-2000) and the National Highway Traffic Safety Administration (1996-98) .
He earlier was a reporter for the Associated Press in the mid-1980s and Automotive News from 1990-97.
