Although it's been a tough seven-year struggle, there seems now to be consensus that New Orleans is emerging from the devastation of the hurricane as a city being rebuilt in the right way and poised to soar.

The 2006 Super Bowl, held five months after Katrina struck, was supposed to affirm the beginning of something big for the Motor City. A bright, enthusiastic young mayor, a business community stepping up to invest in the city's long-term success.

But in terms of lost opportunities, Super Bowl XL was a doozy for Detroit.
