When someone wants to run for office in Michigan, he has to form a campaign committee. When you form a campaign committee that means you're running for office. Until you're not. That is, you either drop out or the election happens.
Unless you're Mike Duggan. Then you get to form a campaign committee and continue to "test the waters" on a mayoral run.
