Despite angry opposition from Detroit Democrats, the GOP-controlled Legislature on Thursday passed an emergency manager law and another that sets up a lighting authority to fix thousands of broken lights in Detroit, the Detroit News reported.

The legislation now goes before Gov. Rick Snyder for his signature.

The emergency manager law replaces one repealed by voters in November.

The Snyder administration says the law gives cities and school district more options: A consent agreement; mediation; an emergency manager; or Chapter 9 bankruptcy, the Detroit Free Press reported.

Another difference is that the state, not the city or school, will pay the emergency manager and other related costs.
