A doctor practicing medicine in Southfield and Farmington Hills is accused of seven felonies related to federally regulated medications and alleged insurance fraud.
Dr. Namir Zukkoor, 71, who earned his medical degree in Iraq, dispensed prescriptions without a required license and billed "insurance companies for services he was not legally authorized to provide," Attorney General Dana Nessel posts. The West Bloomfield internist was arraigned Friday in Southfield District Court and released on bond.

He allegedly wrote prescriptions, including for narcotics, at Vital Community Care (VCC), an orthopedic clinic he owns on West 10 Mile Road in Southfield.
"VCC has never had a drug control license to dispense prescription drugs, nor a controlled substance license to distribute drugs on schedules two through five," Nessel's news release says.
Schedule II drugs "have a high potential for abuse which may lead to severe psychological or physical dependence," according to the federal Controlled Substances Act. They include Dilaudid, methadone, oxycodone, fentanyl, morphine, opium, codeine, Dexedrine, Adderall, methamphetamine and Ritalin. (The state handout doesn't specify what Zukkoor prescribed.)
"Licensing laws are in place to protect patients and ensure those responsible for prescribing medications are doing so in a legal and ethical manner," Nessel says.
The defendant, who graduated in 1973 from the University of Baghdad College of Medicine, faces these felony charges:

Conducting a criminal enterprise

Delivery of a controlled substance (two counts)

False pretenses (fraud) in the amount of $1,000 to $20,000 (two counts)

Operating a pharmacy without a license

Insurance fraud
Dr. Zukkoor is scheduled for a June 2 preliminary hearing and surrendered his passport as a bond condition. He's also barred from dispensing prescriptions or controlled substances, or traveling without court approval.
The suburban physician, who has hospital privileges at Henry Ford West Bloomfield, also is a director at Urgent Care of Farmington Hills and Luxury Med Spa, a laser hair removal business in that suburb.
