The new administration for Detroit City Hall is shaping up as the mayor-elect appoints a familiar pair to lead the transition to his swearing-in Jan. 1.

Mike Duggan named Wednesday former mayoral candidate and supporter Lisa Howze and former Detroit Police Chief Ike McKinnon to lead his transition team.

Howze is a certified public accountant, while McKinnon was chief under former Mayor Dennis Archer from 1993 to 1998. The will co-chair Duggan’s transition team that he is calling “Transition Detroit.”

Howze, a rival candidate until the Aug. 6 primary, later endorsed Duggan.

They'll coordinate with Stacy Fox, the city's deputy emergency manager, Nichols writes.

Duggan is in the process of negotiating with [Emergency Manager Kevyn] Orr and Gov. Rick Snyder about whether he can run parts or all of city government — a power that Orr has exercised since becoming emergency manager in late March.

Snyder’s chief of staff Dennis Muchmore and Orr spokesman Bill Nowling have acknowledged that Duggan has turnaround experience that could help reduce some of the workload from Orr.

Those who appreciate jargon got this gift from Wednesday's announcements at Duggan's campaign base on East Jefferson: "Talent intake director" is the new title for campaign manager Bryan Barnhill II, who'll oversee what used to be called recruiting.
