New Police Chief James Craig faces both problems.

George Hunter of The Detroit News reports that as part of a reorganization, Craig has fired three high-ranking officials, including one was involved in texting a photo of his penis via a police-issued cell phone to a married female department official.
The News reports more dismissals are expected today.
The News reports two deputy chiefs and the former the former head of the Detroit Police Homeland Security division Inspector Don Johnson were given the boot.
The News reports that Johnson was given the axe Tuesday after a disciplinary hearing.

In October 2012, he was suspended with pay while Internal Affairs officers investigated charges that he sent the inappropriate text message photo to a fellow police official.
After the probe wrapped up, Johnson was allowed to return to duty but was demoted to the rank of lieutenant and reassigned, pending his hearing.
“He had been demoted but hadn’t had his disciplinary hearing until Tuesday,” said Detroit Police Cmdr. Steve Dolunt, head of the Command Officers Association union.
On the upside, Johnson didn't publicly echo the words of suspended Wayne County Circuit Judge Wade McCree: "There's no shame in my game." McCree made that remark to Fox2 after being asked about a shirtless photo he texted to a married sheriff's deputy who worked in the courthouse. -- Allan Lengel
