Remember back a couple years ago when then-Detroit Mayor Dave Bing was practically issuing new restructuring plans on a daily basis for the city, in a futile effort to avoid an emergency manager? 

Yeah, well, Wayne County is repeating the pattern.

WDIV: On Tuesday morning, Wayne County Commissioners will be presented with a brand new deficit elimination plan. As one insider tells Local 4, the deficit elimination plan is the last stop before the state of Michigan sends in an emergency manager to fix the financial mess. That's something Gov. Rick Snyder said could be a possibility.

The county faces as estimated $220 million annual budget shortfall and has nine major labor contracts set to expire this year.
