Crazy things happen in big cities. Here's one.

A video posted on Twitter late Monday by Brionna London shows a man walking a kangaroo on a leash in in Detroit’s University District, near the Detroit Golf Club, reports CBS Detroit.

CBS Detroit tracked down the man in the video, Javon Stacks, who said  he runs Exotic Zoo, which brings animals to schools, libraries and kids’ parties. He was at a birthday party and took the kangaroo named Darwin for a stretch.

The Michigan company travels across the Midwest, he says. Stacks adds that he has state and federal licenses and that his animals are well-treated.

“You have many inner city kids, they don’t have any transportation to the zoo, their parents don’t have the finances,” Stacks says. “So we perform at libraries and schools for free and through grants. We like to educate people.”

In a media release late Tuesday afternoon, the city says:

After reviewing a social media video of a man with a kangaroo on a leash, Detroit Animal Care and Control (DACC) is looking into the matter.

According to the City’s Ordinance, it is unlawful to own exotic animals in the city.

DACC continues to work with partners such as Creature Conservancy to help provide proper care for exotic animals.
