Arthur Blackwell II, the ex-emergency manager of Highland Park is back in trouble.
The Michigan Court of Appeals reinstated charges that he took $264,000 in unauthorized payments. A Wayne County judge dropped the charges in 2011.
Blackwell told the News on Wednesday that he is innocent and will appeal the ruling.
"I am unequivocally innocent," said Blackwell, who's dad was mayor of Highland Park at one time. "We are going to fight, and I am very upbeat and confident about it."
