In this week's State of City address, Mayor Mike Duggan cited successes and conceded that some neighborhoods hadn't felt a part of Detroit's comeback. He didn't break it down to race.

A day later, his predecessor got more specific.

Many black residents don’t feel part of the resurgence, Dave Bing said, The Detroit News reports.

“As much as we say or think we are being inclusive, the reality is we are not,” Bing said during a address at the Detroit Regional Chamber’s Detroit Policy Conference at the MotorCity Casino, Christine Ferretti writes. “There is an undercurrent of frustration and anger that could lead to a negative outcome.”

Bing said he’s spent the last several months meeting with African-American businesses, students and others in the community. He said there's  lot of fear in people to say how they feel.

“African-American economic empowerment and neighborhood development must be an essential part of Detroit’s resurgence,” Bing says. “Diversity is about counting people. Inclusion is about making people count.”
