Wage cuts and shift changes ordered for Detroit police officers have been halted by a Wayne County Circuit Court judge and a state agency that oversees labor relations for public employees.

The rulings are a setback for Mayor Dave Bing, who is struggling to cut pay for city workers to stabilize the city of Detroit budget.

The rulings stem from  the Michigan Supreme Court's decision to place the repeal of Public Act 4 on the November ballot. They affect only police officers.

Michigan voters will decide whether the 2011 law that created emergency managers -- state appointees who can cancel labor contracts as part of their authority over municipalities or school systems -- should remain or be tossed.

The city plans to appeal both decisions, said Naomi Patton, Mayor Dave Bing's spokeswoman.
